Even though the numerous men masquerading as The Red Hood are serving time, Gotham City's police department are still on the lookout for the real crook who uses this alias and the mysterious 'Bat-Man', neither of whom have been seen since the fateful meeting between the villain and the vigilante two years ago. However, the attack on Pearl Harbour has taken the attention away from this shadowy individual. Yet, even as the young male adults are gearing up for war with Japan, three men who sat on a parole hearing have been poisoned in such a way that their lips are ruby red and their jaws are fixed in a jester-like grin. Bruce Wayne, the man behind the mask, has retired 'The Bat-Man', in order to keep an eye on his business interests and to focus on his engagement to Victoria Vale, a New York-born heiress to a vast fortune. But when the killer of these men resurfaces and targets innocent members of the public, Bruce dons the costume again. In spite of considering 'The Bat-Man' to be on the wrong side of the law, police lieutenant James Gordon, famous for being the only one who won't sell out to gangsters, forges an alliance with him. This secret partnership leads to 'Bat-Man' discovering that Sam Silver is still alive, but is now calling himself 'The Joker', the instigator of these bizarre series of murders.
