10 years following a sudden viral terrorist attack on North America, the entire continent has since been completely sealed off from the rest of the world becoming a quarantined militarized dystopian nightmare, all borders and coastlines are heavily guarded at all time, and both the American and Canadian governments have formed an alliance to create a new elite military organization known as CAMS (Continental Armed Medical Service) whose mission is to patrol the continent daily in order to seek out, contain and eliminate any and all potential signs of further infection no matter what. But for young and troubled new recruit Edwin Brandt, what was supposed to be just a standard patrol through the abandoned ruins of Chicago will quickly lead him questioning everything he thinks he knows and worsen his already crippling crisis of conscience, as he suddenly comes across a mysterious lone woman scouring about through the ruins and she manages to evade his arrest displaying highly tuned hand-to-hand and marksmanship skills. Upon returning to his base, Edwin reports his encounter to his commanding officers and orders for the woman to be hunted down and kill her on sight, but after growing more suspicious this woman is and what her motives might be, Edwin forcefully decides to defy his orders and goes out alone to find her before his unit does, but isn't too long before she finds him first. The woman identifies herself as Jaida, an IDF operative who is under the suspicion that the viral outbreak might not have been caused by terrorists, but is part of a conspiracy by the world's governments to tackle the global overpopulation problem by creating a series of deadly viruses and striking one major continent at a time, her initial mission was to infiltrate the continent undetected, seek out any evidence that might prove her suspicions are right and expose the conspiracy to the rest of the world, and safely obtain a sample of the virus so it can be researched and a cure can be made for it. Edwin eventually offers to help her complete the mission, but at first, she refuses it citing that she doesn't work well with others and that he has already caused enough trouble for her than she needs, but they are stuck together as they both are now hunted by Edwin's old unit and must fight to complete the mission and make off the continent alive, all the while their actions are inadvertently causing all the North American civilians to start a massive revolt against CAMS.
