The movie begins with the two children: Robert, 10, Felicia, 7, and his friend, Henry, 6, are the foster kids in the state of California and they went to the amusement park. They met the killer whale Wally, the grandson of Willy. They caught by the police while Henry escaped from the amusement park, as he stayed in the brownstone of San Francisco before the foster lady (Jennifer Garner). While the next morning, the police came to find Henry from the brownstone to the jail to see Wally's keeper (Jason Clarke), as he told them vandalizing the marina and stealing food for the McDonald's, Burger King, Subway, Walmart, In-N-Out Burger, and the cakes from Costco. The social worker is annoying and badly to asked them to clean up the mess in the marina. Wally's trainer (Kristen Wiig) and his friend (Bill Hader) trained Wally and he doesn't want to. As the owner (Rufus Sewell) has to make the show, “The Wally Show” to the children. Until Wally made in stage fright, as the man was Jesse Greenwood and his friend, Willy, to help free Wally to make free Willy.
