In the future, medicine for trauma, physical injury, and heart problems have diminished due to the lack of neuroscientists who have either been laid off from jobs due to misleading research about new medicines and how they affect the human body or doctors who only have less effective treatments for mental illnesses or physical paralysis. Several high-ranking agencies have established hospitals for those who are qualified for being willing to take on temporary treatments that will only last for 4-8 months.
In secret, there are secret underground organizations that are not disclosed to the public that are creating drugs that are capable of repairing certain brain functions, killing cancer cells, or even rewiring neurotic parts of the body to continue functioning normally.
Respected but young British journalist Patricia “Trice” Mills is sent in to investigate the death of a man who was a former scientist searching for a cure for cancer until he was murdered by someone who believed that the man was carrying secrets about the underground organization and lack of medicine in the city of Atlanta.
The only clue she has is Walter Piven, a hot-headed ex-con attempting to avoid a third strike while trying to reconnect with his family, who believes he may know someone on the inside who carries secrets about the newly developed health departments below. The only problem is – no one really knows if the medical organizations are really underground, or are appearing in a low profile.
It isn’t until the two come across a large truck carrying chemical supplies and crates of medical material crashing into a warehouse where some of the illegal groups who are responsible for carrying out new medication are actually some of the neuroscientists who had been removed from their jobs and are rebelling against the agencies who have taken down local hospitals and other medical labs for the sake of decreasing population in order to create an illness capable of being spread orally from one individual to another.
Tensions start rising from the public when Mills is forced to reveal one of the locations to the public eye and civilians begin to start overthrowing some of the agencies, whilst realizing that the former scientist may either be a part of the individuals who created the hospitals or is just a scientist who was killed for a slightly different purpose.
