Stephanie, the 19 year-old daughter of billionaire Lucas Brown, is Bay City's No.1 party queen, known to reporters, the paparazzi and the gossip columnists for her ‘wild child’ escapades. One night, she gets too drunk and ends up in a police cell. Her father pays her bail. On their way back to the limousine waiting, they are held up at gunpoint by a man wearing a crash helmet. He tries to fondle Stephanie. A struggle ensues and her father is shot dead. After the funeral, she hears of a vigilante the press are calling ‘The Raven’. She tracks this individual down and learns he is Freddie Carponelli, the owner of Bay City's largest downtown gym. In her return for her silence, he agrees to train her to fight and defend herself. When he is killed whilst preventing a robbery, his mission becomes hers. Hearing of another vigilante dressing up like a bat, Stephanie creates a similar persona - Batgirl. Using the money and resources she inherited, Miss Brown vows to fight crime on a nightly basis in honour of her late father and Freddie.
