A merge of the plots from Resident Evil 2 and Resident Evil 3: Nemesis, both telling the story of the downfall of Raccoon City. Elements from Resident Evil: Operation Raccoon City are also included, such as the Umbrella Corporations Security Service unit (U.S.S.) and the US government's SPEC OPS Echo Six unit.
The Story: Following the events of Biohazard, things have settled down since the incident in the Arclay Mountains. But the stories of the S.T.A.R.S.' surviving members' experiences were dismissed. Therefore any involvement of Umbrella's involvement with bio-organic weapons (B.O.W.) was scrubbed clean of their illegal experiments. Unfortunately, that becomes short-lived as the pharmaceutical corporation's former scientist William Birkin plans to sell a new virus strain, the G-Virus, to the U.S. government. This forces the company to send in the U.S.S. Delta Team, lead by the enigmatic HUNK, to the scientist's underground laboratory in Racccon City retrieve it. But a simple snatch-and-grab mission becomes a total faux pas as Birkin uses the G-Virus to transform into a hideous mutation that takes out all members of Delta Team, and causing the virus to leak into the water supply. As a result, a viral outbreak slowly, but surely, takes hold of the Raccoon City, turning ordinary citizens and animals into mindless killing machines.
In order to remain in the clear, Umbrella sends out their Security Service, consisting of hired mercenaries, to go about town to destroy evidence of the company's involvement with B.O.W.'s. Of course, the team leader, former French Special Forces operative Karena LesProux (nicknamed Lupo), isn't aware of the true nightmare that awaits them, and the events that unfold will force her and her team to choose whether to remain loyal to the company or gut them from the inside out.
Elsewhere, the US government deploys their Echo Six team to obtain sensitive Umbrella data to take them down, helping out isolated survivors along the way. Eventually, both groups will soon converge in an all-out fight.
At the same time, former S.T.A.R.S. officer Jill Valentine makes a final stand as she prepares to make her escape through the decaying remains of Raccoon City. However, Umbrella has deployed one of their most dangerous B.O.W.s to date, the NEMESIS T-02, to eliminate any remaining S.T.A.R.S. members left during the outbreak, and Jill is on that list. She eventually runs into Carlos Oliveira, a mercenary for the Umbrella Biohazard Countermeasure Service (U.B.C.S.), which has been deployed by Umbrella for their own insidious motives in the disguise of helping any survivors. Both Jill and Carlos converge with other surviving members Nikolai Ginovaef and Mikail Victor, all making plans to escape the city and the wrath of NEMESIS.
Meanwhile, the city welcomes two new victims to the slaughter: Leon S. Kennedy, a rookie cop set to begin his first day on the job; and Claire Redfield, the young sister of S.T.A.R.S. member Chris Redfield. As they first encounter this terror, they rendezvous to the ravaged police station to make their escape rout. However, the nightmare also extends to this “shelter”, as corrupt cops, desperate mothers, walking monstrosities, femme fatales, and other bio-organic creations under the sun also loom in on their position, with the key to their survival in the form of a little girl.
As all parties' fates converge, questions remain: will Jill be able to escape a S.T.A.R.S. murdering machine? Will Leon and Claire be able to escape the city alive with their knowledge of the events that precede them? Will the U.S.S. follow through on their mission and make the toughest decisions to keep Umbrella in the clear? And who is the mysterious woman, Ada Wong, that keeps bumping into Leon? But most importantly, will anyone not stricken by the virus survive the oncoming missile that's set to obliterate the city as a last-ditch effort to divert the outbreak?
