Based off a fanfic I read.
In the near-future, the GDF (Global Defense Force) finds a way to transform the world's Kaiju, even some of the deceased ones and ones who are no longer on Earth, into human beings. After the monsters are transformed, they are given the opportunity to see life through human eyes and are placed in planned and carefully-monitored communities.
The film deals with Godzilla trying to adjust to this new, uncomfortable lifestyle, while trying to maintain a clear head and control his temper around his now-human enemies. At the same time, Godzilla tries his best to be a good human father to his son, who is embracing his own transformation a little too quickly. Easier said than done, though.
But eventually, a new threat rises in the form of BAGAN, an ancient dragon-beast from China's ancient past mutated by cells and DNA from Godzilla and King Ghidorah.
As Bagan ravages Japan, the GDF and other world scientists realize that the only hope is to transform Godzilla back into his old self, but is it too late? Has Godzilla gotten used to his new form? Will he be willing to go back to his monster form?
