In the year 1842 of the TenpÅ era, government reforms have banned all entertainment luxuries, including fireworks. Despite this, Seikichi, a fireworks maker, has dreams of making fireworks unlike any other, even though he gets chased by government officials every time he sets one off. One night, he encounters a blue and white monster battling each other. The next day, a mysterious and beautiful girl arrives into Seikichi's life, demanding that he builds a firework rocket that will return her to her people on the moon.
