Jack Forrest has been framed for the murder of his own wife after late one night she discovers he's having an affair with fellow police officer Theresa Mallory. He's also being framed for the spate brutal murders targeting petty crooks and crooked lawyers all over New York City.
The only cop that sees the inconsistencies is a detective currently recovering from depression and suicidal tendencies, Frank McCrae, a man that Commissioner Pike wants on the case because he's certain McCrae is too weary and beaten down to want to rock the boat.
But when Forrest's girlfriend comes protesting his innocence and the murders start again while he's locked up, McCrae has no choice but to go in search of the murderer and unlocks a closet full of skeletons, releasing a bloodbath in its wake.
