Kinji Tōyama is a student at Tokyo Butei High, a universal educational facility. The main particularity of the school comes from the fact that after the first five usual periods, the students undertake special training in order to learn the path of the Butei. In short, Butei is a national qualification permitting its holders to arm themselves and capture criminals. They were established to counter the worsening crime conditions and are specialised in various fields: Assault Division in gunfights, Ambulance Division in health care, Inquesta in information gathering, etc. One day, Kinji decides to quit the Academy, since he is not interested in being a Butei anymore. However, that same day, as he is riding on his bike to school, he is attacked by the Butei Killer, a notorious criminal hunting down Butei with passion. The elite Assault prodigy Aria H. Kanzaki comes to his rescue. From this point on, Kinji's future as a Butei will change drastically.
