Lt. Dan Marks has been trying to locate Jessica Smart (Justice) for the past eighteen months, in order to re-arrest her, but has had no success. His superiors provide him with a suitable distraction, the transportation of the head of a drug cartel, Rico Andrinez, from the Mexican border to the heart of Los Angeles. Rico's men spring him, killing two of his fellow cops in the process. Marks is sent an airplane ticket to Columbia by 'Justice', along with a letter. On his arrival in the South American country, Jessica meets up with him and tells him that she has been hired by a Chilean general, Francisco Dramini, to take out Andrinez and his men. The LAPD lieutenant promises to have the charges against Miss Smart dropped if she agrees to keep him alive, so that Rico can stand trial in the US, but can Marks sacrifice his integrity in order to serve his country.
