The story of the Dark Knight is dark and character-driven, exploring the tortured psychology of Bruce Wayne. His alter-ego, Batman, is a vigilante dedicated to protecting the citizens of Gotham City, which is overrun by organized crime and other dangerous individuals manipulating the system.

Some people aren't even trying with the Penguin. They're just naming random, chubby actors.
edit
For the Batman Begins sequel, they're gonna have the Penguin as a minor villain. He's gonna be a British arms dealer. BRITISH! Now they're just thinking of an excuse to cast Bob Hoskins! RUMOR has it: He's actually being considered!
In other news, good news for all the guys who want Crispin glover, and NOT Lachey Hulme as the Joker, he recently revealed his possibility of getting the role is slim.

My Batman Begins Sequel Cast:
The Joker - Mackenzie Crook
The Catwoman/Selina Kyle - Rachel Griffiths
The Penguin/Oswald Cobblepot - Nick Frost
The Riddler/Edward Nygma - Sam Rockwell
The Mad Hatter/Jervish Tetch - Robin Williams
Two-Face/Harvey Dent - Clive Owen
Poison Ivy/Pamela Isley - Olivia Hallinan
The next chapter should be focused on the Joker. And i think Sean Penn would make the perfect Joker, able to bring that dark hsyterical tone to the character. Also, Harvey Dent should play a pivotal role, but not as Two-Face. Either Guy Pierce of Liev Schriver should play him, both able to bring that professional approach as Gothams DA, but also able to pull the subtle insanity from his childhood abuse. This would both make for a great sequal.
This is a casting from Batman Begins sequals. Please keep the flames down.
The Joker - Paul Bettany
The Brittish thesp is my choice for the Clown Prince of Crime.
Currently he can be seen in Firewall. As a psychotic overlord
obsessed with obtaining loads of money. And in The DaVinci Code, he
shows his ability to stay in the make-up chair for hours on end. A
must needed for the color of the Joker.
Catwoman/Selina Kyle - Melinda Clarke
After appearing 3 times on the popular C.S.I. show as Lady Heather,
she is the obvious choice for ol' Bats' lady love. We see Clarke as
a dominatrix who puts her heart out for the lead character. And most
recently we see her pulling out all the stops to bring justice. At
the end we see her using a bullwhip. Lady Heather is only stopped by
a man of pure justice in his heart. All the things needed for
Catwoman.
Killer Croc - Tyler Mane
Mane is the only person able to play Croc. After years of wrestling,
he's in perfect shape. In the Hercules mini-series, he shows that he
isn't afraid of taking lives. And in X-Men Mane brings Sabertooth to
life. Showing that he can act through make-up.
The Clock King - Colin Mochery
I have chosen this Whose Line alumni for a couple of reasons. In any
episode, we can see Colin bring intensity to the skits. From an
angry/obsessed director to various accents. All that and he looks
like him as well.
Bane - Vin Diesel
Vin is my choice to bring the right version of Bane to the new
franchise. In the Riddick films, he's capable of delivering the hurt
to anyone that crosses his path. And in his other films, he's
demonstrated is astounding ability to bring intensity to each role
he's been in. You can easily see him break Christian Bale in two on
screen.
Talia Head - Monica Belluci
Knowing what happens to her father in the climax of Batman Begins,
having The Deamon's daughter is a no brainer. And Monica has the
right skills to do the job. In the Matrix films, we see her put the
moves on the main hero. In Brotherhood of the Wolf, she's uses some
of her magic on the leading male. And in Passion of the Christ, we
see her bring the right emotion for the role.
Penquin - John Leguizamo
I have my reasons, please hear them out. In Collateral Dammage, he
plays a drug dealer. From Executive Descision, he shows off his
fighting skills. Super Mario Bros. showed us the humour he can pull
off in a character that makes us care. And in Spawn he played a
dangerous villian from small stature. While in make-up.
Guys, guys, guys. Liev Schreiber is Two-Face/Harvey Dent
Don't use all caps. Make text bold if you must emphasize.
Batman / Bruce Wayne - Clive Owen
Robin / Dick Grayson - Jake Gyllenhaal
Batgirl / Barbara Gordon - Keira Knightley
Alfred Pennyworth - Ben Kingsley
Commisioner James Gordon - Jon Voight
The Joker / Jack Napier - Andy Garcia
Catwoman / Selina Kyle - Naomi Watts
Two-Face / D.A Harvey Dent - Alec Baldwin
The Penguin / Oswald Cobblepot - Bob Hoskins
Summer Gleason - Rachel Weisz
Lt. Harvey Bullock - Paul Sorvino
Harley Quinn / Dr. Harleen Quinzel - Jennifer Tilly
Dr. Leslie Tompkins - Vanessa Redgrave
Lucius Fox - Sidney Poitier
Rupert Thorne - Martin Landau
Mayor Hamilton Hill - James Cromwell
Tony Zucco - Chazz Palminteri
Veronica Vreeland - Marisa Tomei
Roland Daggett - James Woods
Dr. Jonathan Crane - William H. Macy
Sgt. Renee Montoya - Rosie Perez
With the recent announcment of Matt Damon passing on the role of Harvey Dent, and three names left for consideration (Josh Lucas, Edward Norton, and Jamie Foxx) who would you picture? I would have loved to see Matt Damon, but with the three left i think Edward Norton could do some very nice things with the role. Jamie Foxx is treading on Billy Dee Williams territory.
Here's an amendment to my previous list. Instead of Rachel Griffiths as The Catwoman/Selina Kyle, I want Alexandra Maria Lara to play her.
The Joker: Crispin Glover. He has the perfect face of a mad killer and i think it's a great idea to transform him in a dangerous clown. ^^
The Penguin: The version of Danny DeVitto is impressive! But he can't played a new interpretation...
Catwoman: Huuu... Michelle Pfeifer is the best! And now, for a new movie, it's a quite difficult to find a better interpretation. But, what about... Milla Jovovich ? Mmh, i don't know...
The Mad Hatter: Well... He's my favorite character and i dont really want he's played by a "famous" actor so it's "Crispin Glover" for me.
Scarecrow: Adrien Brody or Johnny Depp.
Poison Ivy: Marcia Cross (but now, i think she's a quite old for this). Why not Eva Green or Rose McGowan??
Harley Quinn: Christina Ricci, Kristen Bell or Britanny Murphy.
Johnny Depp
I say again - Alexandra Maria Lara as The Catwoman/Selina Kyle.

Jack Black as The Penguin? What the hell?
I'm not that surprised at that choice. Mainly because I think that any short, portly, or otherwise stout actor has been considered for playing The Penguin. Jack Black has that body type and there are few actors that do so... there you have it.
