Biohazard (Resident Evil) by Shinji Mikami

Bizarre murders have occured in the outskirts of Raccoon City, a town in the American Mid-West, reports say that the people were attacked by a group of about 10 people, the victims, were apparantly eaten. In order to investigate the possible cannibal cult the Raccoon City police deploys the Bravo Team, a unit of the STARS organization, to investigate. They disappeared without a trace. The Alpha team is then sent in to find the Bravo team and find out what happened, but what they discover is a part of a conspiracy they could never understand.
