Lud-in-the-Mist by Hope Mirrlees

Dorimare, a rich land of merchant burghers and no-nonsense countryfolk, lives uneasily alongside its eldritch neighbor, Fairyland, with which it has had no contact ever since the decadent aristocracy, led by the mad Duke Aubrey, was overthrown. But that threatens to change, as the son of Nathaniel Chanticleer, the high seneschal of Dorimare, begins acting oddly and blames his behavior on fairy fruit, which induces visions, mania and melancholy and is strictly illegal to import. Chanticleer must confront scandal, intrigue, civil unrest, an unsolved murder case and his own inner demons to save his family and country from ruin.
